He is right, the only entertaining bit was the insane Martin's song, and only the audio. I CAN EVEN WRITE BETTER THAN WHOEVER WROTE THAT TURD! AND I HAVE NEVER TAKEN A SINGLE WRITING CLASS IN MY LIFE! GAAAAAAHHHHH!!!!!! liExits, and slams door behind me; sounds of glass breaking and many other items come from behind it not long after.li

Honestly, I think Doug really hit the nail on the head when he referred to it simply as "bad-sequel bad" for the first "two acts". It really was just forgettable in its execution, and to be honest I think the only reason any of us really bother remembering NIMH 2 is because it defaces our childhood memories with its insult to the original material.
Something we should remember, though, is that many people who read Mrs. Frisby and the Rats of NIMH feel the same way about The Secret of NIMH (which I just finished watching again while eating my supper) due to how much it deviates from its source material (which it does quite liberally). After reading the source book, I find that I prefer the movie to the book, but that's because it had more action and a less CS Lewis-esque style of delivery.
The thing that Doug touches on is just how much this deviates from the standards set by the original and the standards that the sequel sets for itself. It begins a story but then, for the sake of the plot, pulls random insanity out of nowhere (and I'm not even referring to the Martin parts yet). There is no plotline established, and plotlines are usually very easily established within their own continuity; the sequel could have very easily set some of the latter parts up if it had taken itself seriously for the first half of the movie (and erased Cecil from the cast; something makes me suspect that Cecil was an Author Avatar for one of the staff).
But, on a less formal note, man did I laugh at Doug's expression when they first came to NIMH, what with the SWAT hat and the crazy expressions when seeing Martin. It was the "what the hay?" feeling that we likely all felt, only he managed to put a face to it. Favourite part was Doug's expression when Martin's head shock-splodes (the lyrics immediately prior are "you'll be king of/everything of/that which you can see/AHAHAHAHA!). Priceless!

Hehe..that was decent...I especially liked the Pinky and the Brain reference as well as the Fargo reference.
Though I don't get it when he said "Didn't the rats want to leave Thorn Valley?" Probably a misunderstanding...
